Per capita, Edina police gave drivers the most citations of any city in WCCO-TV's review of police records. Richfield ranked #55.
Edina police wrote more than 13 times as many speeding tickets as Richfield police in 2011, making Edina the per capita leader among cities in the Twin Cities metro area, according to a report on WCCO-TV. That year, Richfield police wrote 642 tickets for excessive speed (Edina wrote wrote 8,700). The top three Richfield spots for citations were: Rankings for nearby police departments: Bloomington (20), Mendota Heights (24), St. Louis Park (68), Eagan (71). Richfield has about 135 miles of road to Edina's 230 miles. Edina is also bigger by population (48,620 to Richfield's 35,724). Billy Edward McCoy filed suit in U.S. District Court against the Richfield Police Department, alleging that officers illegally arrested him and retaliated against him.
A former Richfield resident who was convicted of making terroristic threats in 2011 has filed his second suit against the Richfield Police Department, alleging that police violated his civil rights by illegally arresting and falsely imprisoning him. Billy Edward McCoy, 41, filed the lawsuit Jan. 9 in U.S. District Court of Minnesota. The lawsuit seeks $250,000 in compensatory damages along with unspecified punitive damages. In the first suit, the Richfield Police Department pleaded no contest, according to McCoy's new suit. All the following information was taken from the Richfield Public Safety Department’s Crime Reports from Sept. 29, detailing incidents from Sept. 25-28. A man was charged with assault and disorderly conduct after Police responded to a 911 hang up call Sept. 25. Police investigated two theft from a vehicle incidents Sept. 25. There were no witnesses or suspects in either incident. A Richfield woman called Police in fear of her husband assaulting her Sept. 25. The husband was later taken into custody. Police investigate four theft from a vehicle incidents Sept. 26. A student at Secondary Education Center Alternative (SECA) was assaulted in the lunchroom Sept. 26.
