The 2013 Minnesota State Fair has an “everybody pays” policy this year, and each turnstile clicker must present an admission ticket.
An adult ticket for anyone ages 13-64 costs $12, and kids under five and seniors over 65 get a $2 discount. Children four and under are free. Pre-fair discount tickets are $9 for all ages.
Advance tickets to the Minnesota State Fair can be purchased at all Minneapolis-area Cub Food locations. Cub Foods locations in the Richfield area:

Note: Parking at official Minnesota State Fair lots and certain shuttle sites will cost $12, but a $3 discount can be captured by purchasing in advance (also at local Cub Foods stores).
